In Elcipse 3.1 there is now a progress popup when an update to the Visualiser 
takes a long time. However I don't want to see it if the Visualiser window is 
hidden i.e. its tab is not selected and the Console or Problems view is 
showing instead. At the moment if I am selecting projects in the Package 
Explorer I am interrupted by a popup which I would only expect to see if I was 
actually using the Visualiser.

I think we should only update the Visualiser if it's actually visible.  I will 
look into this..
