This occurrs when the selection is a imported/read-only object which is 
currently 'hidden' in the graph view.
For example, the imported Part is not shown in the Graph view (The imported 
Message containing the Part has not been expanded).
Select the Part in the outline view..... nothing is selected in the Graph view.
The proper selection does occur if the Message has been expanded.

Secondly, the Imported Objects appearing in the Outline view should also be 
greyed out (Such as the Graph View).

This no longer applies in the reworked WSDL editor visualization.  Not that there aren't any selection sync problems... but this specific problem doesn't occur any more.

This specific problem described in this bug no longer applies to the reworked WSDL Editor.  Closing Bug.
