build I20050405

- in a Java editor (on AboutSystemDialog.java),
- selected a method name in a call expression
- F3
- no effect
- tried on a type name
- no effect
- in the Navigate menu, Open Declaration and Open Type Hierarchy are disabled
- changing selection, switching between parts, does not fix it up

Closing and reopening the editor fixed up the problem.
The editor had originally been opened via the Debug view (selecting a stack frame).

Nick, what makes you think this is related to the Java editor instead of
workbench's action / command (retargeting) mechanism?

Other actions were enabled.  Plus, I generally initially file a PR at the
highest level component if I don't already know what the cause is.

I tried several ways to reproduce this including using multiple windows, having
the file open and working with the Debugger. No luck.

Was there anything in .log?

No, nothing in the log.  If I see it again, I'll try to see if there are any
other clues, e.g. are all retargetable actions disabled.  It did not seem so at
the time, but I'll look more closely if it happens again.
