Please bump up the default severity for forbidden references to ERROR in 
preparation for the upcoming enforcement of inter-plugin access restrictions.

These are severe errors that we want to flag with a red X.

Default severity increase must only occur on JavaCore. Compiler side must leave
this optional.

Compiler side remains warning by default (for now).

In brief, this means Eclipse JDT/Core will default to ERROR, but the batch
compiler will default to WARNING.
