On the plan for M6, the comment formatter from JDT/UI should be integrated
inside JDT/Core.

Fixed and released in HEAD.
Regression tests added in the package
org.eclipse.jdt.core.tests.formatter.comment. Also two tests have been added in
the org.eclipse.jdt.core.tests.formatter.FormatterRegressionTests. test547 and 548.
