It would be nice if committers had a better way to garner public opinion about
controversial topics.  The Bugzilla voting system isn't really design for this,
and tends to favour negative opinions.

For example, during the 3.0 release cycle, we had the uproar over the new look.
 It would have be nice if early designs could have been proposed to the user
base before actually releasing the code.  There are other such controversial
topics (e.g., Bug 68684) that would do well to have such voting mechanisms.

What I propose is some reserved section of the main page for announcing surveys
and polls.  Ideally, there would be some easy way to set this up -- from sending
an email to the webmaster@eclipse.org to editing some form.  I'm not sure if it
would be appropriate to restrict such surveys to PMC approval.
