I just noticed JSP Spec 2.0 Appendix D. has detailed algorithms for detecting if
JSP file has XML syntax and charset detection. We are missing a couple of steps:
not giving enough weight to jspx extension, and not taking into account the
<is-xml> element in a <jsp-property-group>. Thought I'd enter this here to help
remember to fix. I'm not sure what practical implications are, but I'm sure
would effect edge cases, at least.

Reclassifying as enhancement ... better meeting of spec'd features of deployment
file.

Setting as helpwanted, but we're blocked by our inability to contribute any information from the jsp-property-groups.  See bug 183309 for how it could also help our encoding support.
