This is related to bug#82204 in which the shortcut for Open Declaration (F3 by
default) does not appear in the context menu of the java editor.

When editing a java class file with the extension .java, even though it does not
appear in the context menu, F3 correctly invokes the Open Declaration action. If
a class file from a library has source attached and is opened (it has a .class
extension in the editor tab), F3 no longer invokes Open Declaration. Choosing
Open Declaration from the context menu does perform the correct action, however.

As already stated in bug 82204, comment 2 the two bugs are not related.

I cannot reproduce the bug i.e. it works for me. There must be something with
your setup. Please reopen after providing more detailed steps to reproduce.

It looks like the problem is with the Jadclipse plugin I'm using, which really
isn't much of a surprise. When I switch back to the normal class file viewer,
everything works fine.
