Tested on Win2K Arabic default locale, build eclipse-SDK-3.1M3-win32 with 
Arabic Translation Fragments and launched with rtl direction.

Create new Java class and switch the keyboard layout to Arabic (CTRL+SIHFT 
right), edit the java class and observe that the cursor shape remains as it is.

Please provide support for BIDI cursor shapes.

If you disable the custom caret the bug is gone. The problem with the custom
caret is covered by bug 54942

3.1 M3 (and older):
  Workbench > Editors > Text Editor > Use custom caret
  Java > Editor > Use custom caret

3.1 M4 (and newer):
  Workbench > Editors > All Text Editors > Accessibility > Use custom caret
