/org.eclipse.jdt.core.tests.model/src/org/eclipse/jdt/core/tests/model/ClasspathTests.java

and
/org.eclipse.jdt.core.tests.compiler/src/org/eclipse/jdt/core/tests/compiler/regression/GenericTypeTest.java

contain characters that are not in UTF-8.  For reference see bug 77769.

Fixed and released in HEAD.
Now I can open the two files using the UTF-8 encoding.
