I've got a running .exe file + a .dbg file.

In Insight/GDB console I would get debugging started via:

(gdb) attach 23424
(gdb) symbol xxx.gdb


I'd like to be able to do this without a CDT project, or minimally with a dummy
CDT project.

I would say no. The other PR is a packaging issue.

Moving the target milestone to 3.0.

As discussed in the weekly meeting -- all enhancements requests that had a
target milestone of 3.0 but were assigned to an inbox owner (which is an invalid
combination), have been moved to Target Milestone "--".
