It looks like you have corrupted zip files on a classpath.

Are we remaining consistent in this scenario, and simply log the issue ?
i.e. I would imagine the expanded root to be empty or something like that.

Added protection in MatchLocator#locatePackageDeclarations(SearchPattern,
SearchParticipant) so that if a project, root, or package cannot be opened, it
is ignored and the next one is considered.

Added regression test JavaSearchTests#testPackageDeclaration4()

Verified for 3.1M3 with build I20041102
