The template body editor window at the bottom part of a Templates preferences 
page should contain both vertical and horizontal scroll bars.

we need scrollbars, it would be nice to show the scrollbars on demand only, but 
I'm not sure anymore whether SWT supports this.

AFAIK, the scrollbars are always there or never.
