Attempts to move (drag) read-only files onto others are ignored.

Attempts to Move (by menu select) read only files onto others appear
to succeed but result in no change.

Attempts to update read-only files within the Compare To Each other
appear tro succeed but result in no change.

This seems to be a general UI problem, 
do you have the same behaviour whith the navigator ?
The "Compare" action is actually a contribution of the Team plugin.

This should be redirecte to Eclipse UI not the CDT ... unless you
have specifics.
