It is visually distracting for the red wavy underlines to bounce around in the
statement I'm currently typing as Eclipse tries to find and indicate errors.  Of
course there are errors--I haven't finished typing yet!  The underlines should
not be displayed for a statement I'm editing until I've moved the caret outside
the statement (or possibly after some amount of time, say 5 sec).

Can you give an example. It shouldn't do so while typing this would be a bug,
however, when you stop in the middle of a word and wait longer thant the
reconciler timout and don't continue to type before the errors get reported then
you will see the squiggles.

What exactly is your scenario.

Assume you typed in:
Sistem.prin
while prin isn't complete yet it might be useful feedback that Sistem is wrong.
