build I20040609-0800

- exited I20040608-1200 cleanly, in fully built state
- started I20040609-0800 on same workspace
- ctrl+B
- it did a full build

The build state should be preserved between installs if possible.

I don't think this has to do with the build state. When you change the
integration build, the PDE container is changed and this will trigger a full
build as a consequence of a classpath change.

Please enable Java builder tracing so as to see what's happening. I also 
suspect the PDE container did find more/different plugins, and thus we had to 
rebuild from scratch.

We do share built state across session (no matter if SDK changed or not, as 
long as build state signature did not change, and it didn't in a long time).

The R21 presentations plugin got renamed between these two builds, so that might
explain it.  If I see it next time I upgrade, I'll turn on debugging.
