Since upgrading from M7 to RC1, Eclipse no longer remembers the expansion state
of Java packages displayed in the Package Explorer.

To reproduce:
1. Expand some Java packages in the Package Explorer
2. Exit Eclipse
3. Start Eclipse

This is on purpose. Restoring the expansion state caused grief with plug-in 
container initialization on startup. Can't be fixed for 3.0.
