Open Windows->Preferences: Debug/Source Code Location preferences page. Tab to 
a control inside the preference page to set focus there. Press F1.
Context Help should come up with a link to the CDT book.

I've sent a patch to the list to fix this, changes are in the cdt.doc.user 
plugin and no changes were necessary in debug.ui
