If I have my preferences set to build automatically on resource modifications, 
and I need to "clean" a project so that it gets rebuilt, there is no clear way 
for me to force the build.  Cleaning it doesn't perform the build for some 
reason.  Plus, the "Build Project" action is not enabled.  Either the clean 
action should perform a build automatically, or the "Build Project" action 
should be enabled whenever the project is cleaned.

Upon further investigation, it looks as though the problem is not with 
building at all, but rather with the Problems view not getting updated.
