Launchers allow keeping the .launch files in the workspace and making them
available painlessly.  My guess is that a lot of teams keep their common
formatting profile in an SCM and having those files show up automatically in the
preference page would make using them far less cumbersome than import/export.

Since 3.1 we have per project settings also for the code formatter. So teams automatically share their settings. Did this solve your problem?
I think this, and the possibility to keep an exported set of profiles in a project should be fine.

Closing since the per-project settings addresses the original problem.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
