Allow the user to configure the key bindings for commands and
save and load key binding sets.

We are investigating, but to do it properly requires Platform-UI support.

marking as duplicate of 5682.

Note, key bindings support was provided by Platform UI and the editor does 
support now default and Emacs key binding. There's no UI for editing key 
bindings yet.
