The selected wizard could not be started

We are facing an issue in setting up the wizard in Eclipse Version 2022-03(4.23.0). It was disabled to activate the setup.Please, find the image below.

Please use https://github.com/eclipse-pde/eclipse.pde/issues as bugzilla is not used for PDE since May 2022
