Currently it is not possible to use variables in IU location URLs as IUBundleContainer never calls 

org.eclipse.pde.internal.core.target.AbstractBundleContainer.resolveVariables(String)

all other locationstypes support these and its seems useful to have this feature here as well.

Like Bug 578431 I think this is a valuable feature which I support (by working on  or reviewing it).
