Papyrus GMF Diagram and Sirius have the "same" actions on diagrams but sometimes with differents behavior. 
Now Papyrus uses Sirius Diagram and GMF Diagram so these menus are duplicated for the user and it is difficult to really know which actions to use for each diagram kind.
The handlers associated to the actions provided by these menus are also often activated for Sirius Diagram and it should not. 
The purpose of this bug is to restrict the historical GMF menu to the Papyrus GMF Diagram.

Moreover, there are some GMF menus that apprear multiple times and should not. see screeshot.
