Pre-Requisites:
To apply resize follow the below steps:

Open Desktop settings, tab till system and press enter
Tab till display resolution combo box under display and press enter
Select the resolution from the middle of the list and press enter
Navigate till ease of access and select the "make text bigger" slider under display.
Change the slider to 200%

Repro Steps :

Download and Install Eclipse (Eclipse IDE for Enterprise Java and Web Developers)
Open Eclipse application and change the theme to dark in (Windows-Preferences-General-appearances-Select Dark theme) 
Tab till "File > New > Project" in the navigation bar and press enter 
Tab till "Web -> Dynamic Web Project" and select it.
Tab till "Next" button and press enter
Verify if In 200% Zooming, All the content in the dialog is visible proper
