For gui applications under Passage protection we provide 'Request License' facility, which scans hardware and OS of a target workstaction to be passed to licensing operator. 

Passage runtime components have facilities to do the same for command line apllications as well.

FLS, as a cli-product protected by Passage, must offer sort of 'request license' command to a user (administrator) with the harware+OS scanning output exposed. 

Unless it is expected to be difficult to gain a proepr license for a FLS installation.

- `licrequest` command is added to `self` scope to expose all available runtme environments assessment
- `status` command of the `self` scope is renamed to `licstatus` to define a common ground for self licensing scenario commands
