We require PMC approval of the release and review materials.

I've noticed that the Arrowhead repository needs CONTRIBUTING and NOTICE files in the root. Please add them as part of this release.

There are a number of weird information regarding PMC.
As project lead I have no idea on who is on the PMC. After considerable search I could found that PMC is appointed by the board. 

Can you please clarify who is on the PMC!
