In commentAsParagraph, th'e commentChoice property get to choice : FIRST_OWNED_COMMENT and ALL_OWNED_COMMENT however this is not owned comment which are take into account but comment that annotate the element.

This behavior should be fix and we should have 2 other options : FIRST_COMMT_THAT_ANNOTATE_ME and ALL_COMMT_THAT_ANNOTATE_ME.

The documentation should be update too.
