FWIW, if you just type "Comment 2", Bugzilla will automatically create the link for you (likewise for "Bug 569631 Comment 2", and similar. At this point, I just need PMC approval and ballot results.

Upon receipt of confirmation from the steering committee that the ballot for this specification has concluded successfully, the EMO will immediately consider this review complete and successful. Following that, you may deliver the Final Specification to the community without further delay (i.e., don't wait for a formal declaration of success from the EMO). I will circle back with a formal declaration of success as soon thereafter as possible.
