Most of the time this quick fix is not available.

Test Case:
1. enable Javadoc problem reporting
2. goto EditorUtility.openInEditor(Object inputElement, boolean activate) throws
JavaModelException, PartInitException {
==> pressing Ctrl+1 shows
Assign Paramter to new field [only for the params]
Local Rename
