We'll use this bug to track the release We require IP Team approval of the IP Log. We require PMC approval of the release and review materials. There's help regarding releases in the handbook. https://www.eclipse.org/projects/handbook/#release
PMC Approval: https://www.eclipse.org/lists/modeling-pmc/msg04883.html
The project had a successful review in August 2020, so this review is not required. Note that following a successful release review, the project can create releases for an entire year. You must only seek PMC approval and get the IP Log reviewed when you engage in a review (so, you don't need to do either of these things again until August 2020).
Hi Wayne, so we just have to schedule the release in https://projects.eclipse.org/projects/modeling.emf-parsley/governance before sending email to PMC, but not submit for a new IP Log, correct? Thank you Vincenzo

That's it. You do not need to request PMC approval. You do not need an IP Log review. Note that intellectual property must be properly accounted for and tracked at all times. The project team must engage in the Eclipse IP Due Diligence Process on an ongoing basis. The IP Log review and approval that occurs at the time of either a release review or progress review should be regarded as a means of confirming that intellectual property is being properly managed and not as a trigger to engage in a last minute clean up.
