The Eclipse Platform plan is to remove ICU4J from Eclipse SDK with the 2022-06 release.

RAP distributes this library as part of its RAP Runtime, and makes use of it in some places. Nevertheless, the goal for RAP should be to remove this library and its own dependencies to it long before 2022-06.

We reverted the change, because there is a high rist of breaking user applications that are using other Eclipse projects/bundles based on ICU4J.
