There should be some GUI support for the package documentation stored in 
package.html. What I imagine is a GUI coming up upon a double click on a 
package in the package explorer. The GUI should offer an editor pane where the 
user can enter the package documentation. The HTML page tags (<html>, <head>, 
<body>) should be hidden from the user. A text field for the title should also 
be available on top.

Nice suggestion.

But we have only 6 weeks development time left so this will very likely not go 
into 3.0.

This is a good third party opportunity
