+++ This bug was initially created as a clone of Bug #553866 +++

When calling ChangeLayerActivationCommand on a diagram with a editingDomain set to null, the command raise a NullPointerException. 

This issue cannot be reproduce by user manipulation. You must build a invalid diagram and activate a layer on it.
