All installed viewpoints are visibles in viewpoint Manager and the transition between viewpoints is allowed even if in some cases the need to check something is available in the platform, needs de check the state of another viewpoint... before doing the transition.

the need is:
1. Control the transition (actions: reference, unreference...) of viewpoint
2. Control the visibility of viewpoint in the viewpoint manager
