Hello,

Every time the contents in .target file are changed and saved, it is reset somehow when the target file is closed and re-opened.
The issue is occurring in pde version compatible with photon (eclipse : 4.8). The functionality is working fine in oxygen.

Steps to Reproduce:
1. open a .target file in the target editor
2. Once the target is resolved, go to the content tab and uncheck few plug-ins
3. save the changes and close the file
4. Reopen the file and once its resolved see if the plug-ins are still unchecked or not

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
