There were no errors earlier and the current error looks misleading.

Same for Package Explorer and a non-Java resources inside (files / folders, doesn't matter). 

I guess regression from not fully removed feature from bug 548877.

The bug is also present on 4.13RC2a build.

Also present in 4.13 RC2. 

So original patch for bug 548877 is it.

Steps

1) Create a plugin project named "abc" ( keep all default options while creating)
2) Ensure Plugin Explorer view is open
3) Select the project name "abc"
4) Press F2

You will see a dialog box with error similar to https://bugs.eclipse.org/bugs/attachment.cgi?id=279911


This is not present in 4.12 release build

There is no such view.

Simpler steps:
Just rename a non-Java file in the Package or Project Explorer.

Works fine in I20191007-1800.
