The UI implemented in bug 546352 and bug 546797 needs a new help page.

A N&N entry exists (see bug 546797 comment 5) which can be used as a starting point.

I committed a first version of (html-validated) help text via https://git.eclipse.org/c/platform/eclipse.platform.common.git/commit/?id=8bbdde0c91061e1834ee984ab1e37a61153ebf8d

I'm still open to improvements.

Later I may want to add more explanation about the relations between different tabs, perhaps.

When testing integration via the dialog's help context, I was surprised to see the docked help quite empty, just stating:

  This page is where you can define the project's build path.

  - Building
  - Java Settings Page

To me it was not obvious, that "Java Settings Page" links to the real help content. But at least the new text is just three clicks away.
