When the site contains any feature without an URL, the category editor's outline just shows an empty 'Category Definition' node.

This is because CategoryOutlinePage ignores "non-valid" ISiteModel 
caused by SiteFeature.isValid() requires url!=null

The cause is clear but the way to fix is not.

Currently the org.eclipse.pde.internal.core.site.SiteFeature is shared between "site.xml" and "category.xml" manifests that in fact have different constraints.

So, it may require a bit more changes than expected to fix a tree content.
