When the site contains any feature without an URL, the category editor's outline just shows an empty 'Category Definition' node. Cause: https://git.eclipse.org/r/c/142086/#message-d85b9b38_f86b3b76 This is because CategoryOutlinePage ignores "non-valid" ISiteModel caused by SiteFeature.isValid() requires url!=null
The cause is clear but the way to fix is not. Currently the org.eclipse.pde.internal.core.site.SiteFeature is shared between "site.xml" and "category.xml" manifests that in fact have different constraints. So, it may require a bit more changes than expected to fix a tree content.
This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
