Currently, the non-default start level and auto startare considered for several hardcoded bundle symbolic names only.

@see org.eclipse.pde.internal.launching.launcher.BundleLauncherHelper#resolveSystemAutoText

@see org.eclipse.pde.internal.launching.launcher.BundleLauncherHelper#resolveSystemRunLevelText

As a result, during "Run as Eclipse Application" there is no way to specify required start attributes for bundles from target/workspace. One need to go and do this manually for each created .launch

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
