Currently it is possible to add an ELK layout to a Diagram. However, ELK layouts cannot be selected for an Import Diagram.

Indeed this looks like a contextual menu that we missed to update.

For the diagram description, we have customized the method org.eclipse.sirius.diagram.description.provider.DiagramDescriptionItemProvider.collectNewChildDescriptors(Collection<Object>, Object) in commit [1].
We must do the same on DiagramImportDescriptionItemProvider to have these menus available on it.

For information, this feature is currently not planned in further release.
