Bug 453392 added a hovertext capability for .options file comments in the Run Configurations Tracing Page. The bug claims it was present in Neon. Why isn't it there now?

Ah! Confusing, it is there, you just have to enable tracing for a plugin to see its per-option hovertext.

It would be more helpful to show the hovertext even when the plugin hosting the option is not enable. It is then possible to explore the options without actually editing the configuration for each exploration.
