When using "Import Package from User Model" in the Model Explorer, it doesn't work (in any of the 3 cases):

- "Load" does nothing
- "Import" creates an empty Package Import
- "Copy" creates a sub-model (Fragment/Control mode) instead of copying the original package

It is also broken on Oxygen, although slightly differently ("Load" and "Import" work fine, but "Copy" is broken in the same way, i.e. it creates a Fragment instead of a Copy)

I confirm this bug on 2019-03.
