Handly 1.2 is going to drop support for Eclipse Neon (4.6) and Xtext 2.11, and require at least Eclipse Oxygen (4.7) and, for Xtext Integration, Xtext 2.12.

It turned out that JDT introduced new API for Java 9/10 support starting from Oxygen.1a, but did not increase the minor version, as one might expect. We should restrict the base target to Oxygen.1 to avoid dealing with consequences of that decision.
