There are a few but more and more p2 repo that do not ship features on only bundles (LSP4E, TM4E, Orbit at least). When opening these repositories, the bundles are inside category, fine. But if "Group items by category" is unchecked, the underlying p2 query only looks for the features and report no content.
In this case, I think all items that are categorized should at least be shown (in a flat list).
