bug 251824 is marked as CLOSED, but I am experiencing this issue in the above build.

Works for me using https://download.eclipse.org/eclipse/downloads/drops4/S-4.13M3-201908211800/

If you can reproduce with that build, please add steps and reopen this bug report.
