Spoiled Tag Cloud view

We noticed the issue with our proprietary product, but it can be reproduced with other GEF-based editors and views, for example, with Cloudio view:

1. Install GEF Cloudio SDK
2. Show view Tag Cloud
3. Zoom it in so scrollbar appears
4. Scroll it using a scrollbar

See that only part of the view is redrawn properly. Many artifacts can appear and the view is mostly broken.

This makes problematic using GEF-based editors that don't fit editor viewport.

Note that this is a regression comparing to the Oxygen. Also this is not reproducible in Ubuntu 18.04, while the issue can be seen in Ubuntu 16.04 and CentOS from 7.3 to 7.5. When GTK3 is in use, it is not reproducible.

I'm not sure this is GEF bug, but I can't reproduce this with just SWT.
