We'll use this bug to track the release

We require IP Team approval of the IP Log.

We require PMC approval of the release and review materials.

This release is already tracked in bug 539997.

The facts:
 - IP Team approval of the IP Log is done.
 - My requests for PMC approval are constantly ignored
   (see mails to PMC from 10th, 11th and 16th of October).
 - Wayne asked for a description on the release page
   (perhaps this caused the new start of this annoying procedure).

We're have a little trouble with the system that creates the bugs. I am investigating.
