https://bugs.eclipse.org/bugs/show_bug.cgi?id=536115 added a standard Docker image with a controlled context in which to run our tests. It works, but there are some systematic failures that appear when running the tests in that context. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=536115#c7 for the details.

The next step is to investigate these failres and try to get closer to repeatable "green" tests. This may involve fixing bugs, fixing tests, or tweaking the Docker environment to be more reliable/closer to what the tests expect.
