We'll use this bug to track the release

We require IP Team approval of the IP Log.

We require PMC approval of the release and review materials.

Where are the build instructions? (it took me three tries to sort out which pom.xml file to use to build from the source).

Can you add a CONTRIBUTING file, please, and add build instructions there?

The evolving convention is to include the project license in a file named LICENSE[.txt|md] in the root. Can you also add this file, please?
